Pretty sure it works by amplifing the throttle signal to trick the computer into thinking your applying more throttle than you actually are therefor making it feel more responsive. It doesn't give you any extra power or anything like that its just like putting your foot down faster.
That is my understanding of it anyway. Buy one and tell me how it goes...
