That doesn't look like it has an engine or gearbox in it, let alone the drive shafts!
They won't get a RWC for that. Look at the front leaf springs and how they're mounted. That's what I called an extended shackle, and no matter how many shekels they slip the engineer, he'd be a fool to pass it.
