winch soleniod test,help

hello,im looking for some info on the testing of my winch soleniod.with the soleniod removed from the car sitting on the bench with no power connected,should i get a closed circuit reading between one of the active terminals to neutral terminals.

I would not think so. The positive (red) should never be connected by the solenoid to the negative (black).

Are we measuring across the high power contacts or the coil itself? The coil should present some resistance, but may not be a lot.
