Hi Guys,
I have just recently purchased a 1995 D21, as a first car.
Iam looking into upgrading and doing some work to it. I'm wanting
to upgrade the exterior panels to try make it look better. Just
wondering if D22 Panels would fit and mount onto a d21 chassis?

You'd have to fit the whole body, as the C pillar has the external silhouette on it and the external silhouette is different between the D21 and D22. Not sure if the body mounts line up - I can make an attempt at checking the measurements in the factory service manuals if you really think you'd put the money and effort into fitting a different body rather than just trading in for a D22.
