turbo hose clamp

Hi all. after reading posts started checking turbo hoses for possible leaks.
D40 v6 Air inlet hose (item 8 in ws man) connects to air inlet metal tube (item 10) and goes to the turbo inlet.
The hose has a clamp type I've not seen before. Would someone be able to tell me what type of clamp this is and how they are tightened pls. I'm able to rotate the hose on the metal tube, it seems to be slipping on the metal tube when rotated clockw and anticlockwise and I'm guessing leaking boost. I've not come across these type clamps before. All the other inlet air hose clamps seem to be common type except this one.

Thanks for the reply, must have been the idea. you would think swiveling around over time would wear out the seal. I'm amazed at how many rubber hoses and clamps are used on the air system.
