fan belt tensioner-is it any good

Howdy, I changed the fan belt and pulley and noticed that it was rather easy to pull the tensioner back? is it rooted you think? I notice that now it's fitted it is easy to pull on the belt and make the tensioner work- i'm betting it's rooted, any thoughts! There are these ones advertised on fleebay.. javascript:; any thoughts?

From memory I used a breaker bar and socket to lean on mine and change the belt, should be pretty stiff.Can't comment on the ebay one.
