Is 18-22lts per 100klm normal?

I have an 08 D22 Jap built it has:
Custon roof top basket and racks - weights about 35Kg
265/75
Snorkle
Catch can
Steel bullbar
Winch
Steel tray

When loaded for a 3 day trip (not camping) i pull about 12`s for a highway run, i think thats normal given the wheels and drag effect from the basket and bullbar etc. its the first of the 2.5`s and it performs as id expect.
Around Sydney which is hwere i drive it everyday i use 3rd and 4th for the 60-80k zones for the 90 and above id go 5th gear.

i have a 2013 d22 / 2.5 litre t.d. and have to say fuel economy is absolutely fantastic . i can,t say what its really getting as i only put $20 in per week .
i do drive at say 70 / 80 kph in 5 th gear not 4 th. to me its keep the revs down and the right foot soft.
