That would entirely depend on the court decision as to whether they were or were not responsible for their actions and many of them are either not properly convicted or unable to be passed for conviction.
 
May not be possible - double jepardy and all ( can't be convicted of same crime twice)

Love it but not only for the fire bugs for ALL THE CONVICTED scum bags. So the tax payers dollars can be spent on something usefull not for the useless.

A civil claim is not a criminal conviction. Simple example; police issue someone a ticket in a traffic accident.
If your car is damaged and you are insured, then the insurance company has the right to sure them to recover what they paid out, if they are not also carry insurance coverage.

If you are not ensured, then you can.

If they are convicted of lighting a fire and it damages your property, then you can claim recompensation off them. Usually people who are insured, let this be taken care of by the insurance company.

It might not even be a matter of a conviction, but if you can show their actions caused you loss, then you could claim against them for compensation.
