Help turbo cutting in and out

Hey guys 2010 d22 I am loosing turbo on gear changes, and think also having limited boost pressure , I was thinking that the waste gate might be sticking open? Any thoughts or easy way to service / lubricate the waste gate?

can you please explain a bit better on whats happening as loosing turbo boost on gear changes is normal.
also it would pay to put a boost gauge on and see whats happening.
