Starter relay

No worries mate, the solenoid is just above the starter motor. It is just a big bloody relay, if yours is sticking a gentle tap with a hammer may bring it back to life, and check and clean all connections and earth too.

The start motor has just be rebuilt and was tested out of the car and was fine and if I get 12v to it from the bat it starts so there is a problem with the barrel or the wire somewhere but it's weird because I'm getting 12 volt from barrel to starter

Takes a fair bit of current to throw the solenoid, and it can cause the contacts in the ign barrel to wear out to the point where you'll get 12V at the solenoid but not enough current to throw it.

Most modern vehicles score a starter relay to help deal with the issue... But not the D22.

If there's no relay ... put one in!

Remove the positive wire from the starter solenoid activator (not the big heavy one!). Attach this wire to pin 85 of a normal 4-pin 12V horn relay (it'll handle 30A, more than enough). Pin 86 to ground (body, earth, battery negative). Pin 30 over to the battery and pin 87 to the solenoid where the positive wire came from.

What that does is introduce a relay so that the actual power load going through the ignition switch is miniscule - just enough to trigger the relay. The relay draws power from the battery and activates the solenoid.
