clutch, brake and NPS contacts

Woundering if any one know what the Cruise control switchs are supposed to be eg Clutch Normally closed when peddle is Not operated
Brake
neutral Position Switch

I would have thought they would all be open when not in use, closing the circuit is what should trigger the cruise to shut off.
