help: What is this styrofoam behind dash?

Recently my car is making noise from behind the dash.
I had look underneath only think i can see rattling is this black styrofoam.
which is right next to steering column.
Could someone tell me what this is for?? and if you have one inside your car as well?

But looking at it, I have no bloody idea! I'm sure I recall seeing the same under my dash too (2008 spanish build), but it obviously never registered as of interest.

Weird piece of work isn't it.

so obviously it's not something that factory forgot to remove. if you have one on your car as well

its actually some sort of insulating cover.. but not sure what is covering.. i can actually remove it easily,. hence why it confuse me whether if meant to be there or not..

Actually can you guys with d40 check under dash for me if you have this foam as well?
